The Virginia Office of Transportation Public-Private Partnerships (OTP3) utilizes the most current version, 2012 Virginia PPTA Implementation Manual and Guidelines (P3 Manual), to explain our project delivery framework to identify, evaluate, develop and deliver public-private partnership (P3’s) projects in Virginia. The Manual augments the Public-Private Transportation Act (PPTA) of 1995, as amended.
On May 14, 2014, the Commonwealth Transportation Board (CTB) Resolution requested the OTP3 to review and update the P3 Manual for 2014. This includes enhancing the P3 program and project transparency, increasing public involvement, opportunities for increased briefings and additional involvement of the CTB, and increased competitiveness in the P3 procurement.
A working group consisting of two CTB members, OTP3 representatives, as well as VDOT representatives will present recommendations to the CTB at their October 15, 2014 meeting.
The working group values public input in the updating of the P3 Manual. The 2012 Manual and a Request for Comment (RFC) document are provided with this notice so that a variety of individuals, public officials and industry groups can provide comments.
The RFC will gather feedback and comments for a 30 calendar day period (July 21, 2014 to August 19, 2014). Those suggestions will be incorporated into an updated 2014 P3 Manual. The public will have another opportunity to give feedback and suggestions in October before the 2014 P3 Manual is finalized.
